BDB(LOCAL) - BOARD INTERNAL ORGANIZATION: INTERNAL COMMITTEES
The Board President shall appoint members to standing or ad hoc committees created by the Board to fulfill specific assignments, unless otherwise provided by Board action. The purpose, scope, and responsibilities of each committee are found in BDB(EXHIBIT).
The function of committees shall be to expand the capacity of the Board through fact-finding and deliberation, specifically regarding items requested by the full Board through the officers and Superintendent. All are advisory bodies, not administrative, and are subject to the control and direction of the full Board.
Committees shall report their findings to the Board following each meeting. Ad hoc committees shall be dissolved upon completion of the assigned task or vote of the Board.
The Board shall review the purpose, scope, and responsibilities of standing committees at least annually and determine whether changes in the purpose, scope, and responsibilities or membership are necessary or whether the committee should be dissolved.
All Board committees shall be comprised of no fewer than three and no more than four Trustees. Each committee shall be supported by District personnel appointed by the Superintendent or designee and who shall serve as coordinator of the committee.
The Board President and the Superintendent shall be ex officio members of all Board committees, unless otherwise provided by Board action. All Trustees are invited to attend and participate.
The committee chair and administrative support personnel shall determine the dates and times of meetings. All official committee meetings shall be posted in accordance with the Texas Open Meetings Act. Minutes shall be maintained for any meeting in which a quorum of the Board is present.
Agenda items shall be determined by the full Board through the direction of the officers, unless otherwise provided by Board action. In addition, items determined by the District administration to be of an urgent nature may be placed on the agenda by the committee coordinator in consultation with the committee chair and Board President.
