Transporting Students to and from School
School buses or mass transit authority buses shall be used for transportation of students to and from schools on routes that have ten or more students. Passenger cars may be used on routes that have fewer than ten students.
School bus routes shall be planned to consider:
Traffic routes, including hazardous traffic areas;
Economy of operation;
Location of authorized bus stops;
Condition of roads and bridges; and
Student travel time.
A preliminary schedule of bus route operations shall be published and available to students and parents no later than July 31. The final bus schedule shall be published no later than two weeks before the beginning school year. The Superintendent or designee shall inform students and parents of subsequent schedule changes.
Students Residing Within Two Miles
In general, and unless otherwise required by law, a student who legally resides less than two miles from his or her assigned campus of regular attendance as measured along the shortest route that may be traveled on public roads shall not be legally eligible for District transportation to and from school.
Hazardous Traffic Conditions and High-Risk Areas
If the District applies for the additional transportation allotment provided by the state for students who live within two miles of a school campus, the Board shall adopt a resolution to identify hazardous traffic conditions or areas presenting a high risk of violence within two miles of the school campus. The resolution shall include the specific hazardous or high-risk areas in which transportation shall be provided, and the District shall publish the locations of these routes. The Board shall adopt a revised resolution when necessary to accurately reflect changes to the conditions or areas.
Transporting Students for School Activities
To transport students in connection with school activities other than on routes to and from school:
Only school buses or motor buses may be used to transport 15 or more students in any one vehicle; and
Passenger cars or passenger vans may be used to transport fewer than 15 students.
In all circumstances in which passenger cars or passenger vans are used to transport students, the operator shall ensure that the number of passengers does not exceed the designed capacity of the vehicle and that each passenger is secured by a safety belt.
"Passenger van" in this section shall mean a motor vehicle, other than a motorcycle or passenger car, used to transport persons and designed to transport 15 or fewer passengers, including the driver.
"Motor bus" in this section shall mean a vehicle designed to transport more than 15 passengers, including the driver.
Use of School Buses for Extracurricular Activities and Field Trips
The Superintendent or designee shall develop administrative regulations for requesting, scheduling, and using District school buses for extracurricular activities and field trips. The procedures shall address any necessary charges to campuses, department, external organizations and student groups for such uses, in accordance with applicable state rules.
Private transportation of students shall be made by bonded carriers unless otherwise specifically permitted by this policy. When bonded carriers are not practical because of distance, cost, or scheduling difficulty, transportation may be by private care under the following conditions:
The driver shall be a licensed adult.
The car shall be covered by liability insurance in an amount not less than the minimum amount of automobile liability insurance for Texas drivers, namely, $25,000 per person, $50,000 per occurrence, and $25,000 for property damage.
The car shall be under the general supervision of a member of the school staff.
The transportation shall have received approval from the Superintendent or designee. The Superintendent's designee shall be the principal, principal's designee, or a member of the Superintendent's cabinet when the principal or principal's designee is not available.
Transportation for nonschool activities shall be prohibited.
