SCHOOL FACILITY PLANNING AND CONSTRUCTION

Facility planning shall be coordinated with the Office of Educational Programs and the Board shall be informed on a periodic basis.

The Construction Management Department shall develop procedures that will ensure sound planning and facility construction for the District's needs. Procedures shall include, but not be limited to, the method of financing new construction, coordination between other governmental agencies, employment of architects and engineers, and other related services necessary for good planning and construction techniques. Objective criteria and uniform procedures shall be developed for the administration to use in developing recommendations to the Board for the redirection or disposition of existing school buildings experiencing a continuing decline in enrollment.

PROPERTY IMPROVEMENTS

The District shall cooperate with adjoining property owners, utility companies, and other governmental bodies on a pro rata basis, where applicable, on street paving, right-of-way dedication, subdivisions and development planning, and in providing off-site utility and drainage improvements at District property. The Board delegates to the Superintendent the authority to negotiate and enter into agreements on these issues with the parties involved.

RELOCATING UTILITY LINES

The administration shall have the authority to negotiate with utility companies when utility lines (electric, gas, water, or sanitary sewer) on school property need to be removed or relocated.

OFF-SITE IMPROVEMENTS

The District may pay on the number of acres in a school tract its proportionate share of the subdivision improvements (paving not included) for off-site sewer, water, and drainage facilities that serve the site, based on negotiations between the parties.
