BQA(LOCAL) - PLANNING AND DECISION-MAKING PROCESS: DISTRICT-LEVEL

Authorization

A committee of elected teachers and nonteaching professionals and selected parent, community, and business representatives shall be established annually by June 1 to participate in establishing and reviewing educational goals and objectives of the District and Districtwide classroom instructional programs.

Scope of Responsibility

The committee, to be known as ACE (Advisory Committee on Education), shall meet at least six times during the school year with the Superintendent and/or designee(s). The committee shall:

Make recommendations concerning the Five-Year Strategic Plan, which serves as the District improvement plan;

Make recommendations concerning Districtwide classroom instructional programs;

Provide comments regarding the Student Code of Conduct;

Provide comments regarding District policy and procedures ensuring that systematic communications measures are in place to periodically obtain broad-based community, parent, and staff input and to provide information to those persons regarding the recommendations of the committee;

Provide comments regarding any proposed waiver of or exemption from a state statute or state Board rule relevant to the District as a whole prior to consideration by the Board;

Participate in developing the local teacher and administrator appraisal process and performance criteria;

Provide for campus-level input for professional learning activities that support the District's vision, mission, and goals;

Participate in the development of the administrative procedure that defines the respective roles and responsibilities pertaining to planning and decision making at the District and campus levels;

Be involved in the consideration of any other subjects deemed appropriate by the Superintendent; and

Develop criteria for and participate in the evaluation of the effectiveness of the committee.

At least one committee meeting shall be open to the public. That meeting shall be held after the annual District performance report is received from TEA and shall be for the purpose of discussing the performance of the District and the District performance objectives.

Composition

The committee shall be composed of one classroom teacher from each elementary school, two classroom teachers from each middle or special school, three classroom teachers from each high school, three other campus-based or District-level professionals who are not classroom teachers, two community members with children attending District schools, two community members without children attending District schools, and two persons who operate businesses.

ElectoralProcess

Each principal shall be responsible for conducting an election in his or her school to elect the appropriate number of classroom teachers for that school. All professional employees assigned to a school, whether full- or part-time, shall be afforded the opportunity to vote for that school's classroom teacher representative(s), but shall not be required to vote.

The Superintendent or designee shall be responsible for conducting an election to elect the other campus-based or District-level professionals who are not classroom teachers. All professional employees not assigned to a campus and those campus-based professionals who are not classroom teachers, whether full- or part-time, shall be afforded the opportunity to vote for the other campus-based or District-level professional representatives, but shall not be required to vote.

SelectionProcess

The Superintendent or designee shall be responsible for selecting the community and business representatives who serve on the committee. In making selections of community and business representatives, appropriate representation of the District's diversity shall be considered.

Additional Committees

The Superintendent is authorized to establish such other advisory committees of employees and/or parents and/or community representatives, of either an ongoing or temporary nature, to meet with him or her or his or her designee(s) on such subjects as he or she deems appropriate.
